Eligible Schools and Grades

Arizona's CTE Industry Credentials are available to high school students in public, charter, and CTED programs.

Credential Classification System

Arizona does not use a formal tier system for industry credentials. All credentials on the 2025–26 ADE list carry equal standing with respect to CTED funding eligibility, Perkins V accountability, and the A–F College and Career Readiness Index. However, the ADE list distinguishes two incentive categories:

About the scoring scale: Tosa certifications are scored on a 1–1,000 scale. Arizona applies Tosa's standard cut scores.

Accountability Mechanism and Reporting

How Industry Credentials Count Toward Accountability

Within Arizona's A–F School Accountability System, students who earn an approved industry credential contribute 0.5 to 1.0 points toward the College and Career Readiness Index score. At the state level, credential attainment informs Perkins V accountability reporting as a required performance measure for all Perkins V grant recipients.

What Is ReportedStudent credential attainment is tracked as a Perkins V performance measure. Credential data also feeds into the College and Career Readiness Index (A–F School Accountability System).

ADE CTE Industry Credentials: Why Industry-Recognized Credentials Matter in Arizona CTE

Funding

Arizona industry credential funding is available through federal (Perkins V), state (AZ Industry Incentive Fund and CTED), and local sources. Vendor selection is a Local Education Agency (LEA) or CTED decision.

CTED Funding (State)Arizona legislation mandates that CTE programs must lead to an industry certification or licensure to qualify for Career Technical Education District (CTED) funding, where applicable. All 5 approved Tosa certifications satisfy this requirement.

Key Criteria for Funding Eligibility

  • The certification must appear on the ADE CTE Industry Credentials list
  • The student must achieve the minimum required score for the certification
  • The credential must be reported through the standard ADE data reporting process for the applicable school year
  • For CTED funding, the CTE program must lead to an industry certification or licensure, where applicable (ARS 15-393)
