Four Tosa digital skills certifications are listed on Colorado's 2026–27 List of Qualified Credentials (LoQC), giving Colorado CTE programs a CDE-aligned way to offer state-recognized, industry-valued digital credentials eligible for per-pupil incentive funding under Colorado's Career Development Incentive Program (CDIP) and successor Big Three IRC framework.
View the 2026–27 Colorado List of Qualified Credentials (Google Sheets) +"The Career Development Incentive Program (CDIP), or Career Development Success Program, provides financial incentives for school districts and charter schools that encourage high school students, grades 9–12, to complete: Tier 1: Qualified industry credential programs, pre-apprenticeships and apprenticeships; Tier 2: Workplace training programs (internships); or Tier 3: Computer Science Advanced Placement (AP) courses."
— Colorado Department of Education, Office of Postsecondary and Workforce Readiness
The Colorado Department of Education (CDE) maintains the List of Qualified Credentials (LoQC) — the official registry of industry-recognized credentials eligible for CDIP incentive funding. The LoQC is organized by CTE Career Cluster and industry area, and is published annually. Completing a credential on the LoQC qualifies students for Tier 1 per-pupil incentive funding, subject to available legislative appropriation. Note: Senate Bill 25-315 repealed the CDIP effective July 1, 2025, replacing it with the "Big Three" framework (College Credit, Industry-Recognized Credentials, Work-Based Learning). The 2026–27 LoQC remains the authoritative credential registry under the new framework.

Under the CDIP and the successor Big Three IRC framework, Colorado school districts report completed credential programs to CDE through the Data Pipeline system. Credential attainment data informs per-pupil incentive grant distributions and contributes to postsecondary and workforce readiness reporting under Colorado's school accountability framework.
| Reporting Element | Colorado Details |
|---|---|
| Lead Agency | Colorado Department of Education (CDE), Office of Postsecondary and Workforce Readiness. |
| Reporting System | CDE Data Pipeline. Districts, charter schools, and BOCES submit annual completion data for each qualifying student. Claims are validated by CDE before funding is distributed. |
| What Is Reported | Student completion of a qualified credential on the LoQC. Each program type (Tier 1 / 2 / 3) is reported separately. CDE publishes annual participation and funding data on the CDIP page. |
| Funding Cap | Per Colorado Revised Statute 22-54-138, no single district may receive funding for more than 10% of the total number of completed industry certificates reported statewide in a given year. |
| Credential Verification | Tosa provides score reports and digital certificates accessible through the Tosa platform. Districts use these to document student completion for claim submission. |
