About Georgia CTAE Industry Certifications — In GaDOE's Words

Georgia's Technical Skill Attainment Inventory is maintained by GaDOE and updated annually based on input from program area specialists and subject matter experts from industry, secondary, and postsecondary sectors. The inventory comprises three components: national industry certifications and credentials, national occupational assessments, and state licensures and state-developed assessments. Tosa certifications appear in the national industry certifications component.

Eligible Schools and Grades

Georgia's CTAE TSA program is a secondary program. EOPA eligibility is limited to high school students who have completed the three required sequential courses in the relevant CTAE pathway.

Dual EnrollmentGeorgia's Dual Enrollment program (grades 10–12) allows qualifying students to earn high school and college credit simultaneously. Dual enrollment students in aligned CTAE pathways may also be eligible for EOPA credentials.
Articulated CreditThe GaDOE–TCSG Articulated Credit Agreement Initiative allows students who complete specific CTAE courses and earn the pathway credential to receive college credit at Technical College System of Georgia (TCSG) institutions, eliminating duplication between high school and technical college coursework.

About the required level & score: Tosa certifications are scored on a 1–1,000 scale. Georgia applies Tosa's standard cut scores. The minimum required level listed above is the lowest passing threshold for the EOPA.

Accountability Mechanism and Reporting

How CTAE EOPAs Count Toward Accountability

CTAE End of Pathway Assessments (EOPAs / Credentials of Value) are the primary mechanism for measuring Technical Skill Attainment at the Georgia secondary level. Results are submitted to GaDOE through Georgia Insights and feed directly into Perkins V Core Indicator 2S1 — the Credential of Value attainment rate for CTE concentrators — a required performance measure in Georgia's Perkins V State Plan, developed collaboratively by GaDOE's Office of CTAE and the Technical College System of Georgia.

Funding

Georgia CTAE programs are funded through a combination of Perkins V federal CTE funds and state-appropriated CTAE grants, administered by GaDOE's Office of CTAE. Perkins V is the primary federal mechanism, with Georgia's state plan developed collaboratively between GaDOE and TCSG.

Key Criteria for EOPA Eligibility and Funding

  • The certification must appear on the GaDOE TSA Inventory for the applicable fiscal year
  • The student must be a pathway completer — having successfully passed all three required sequential courses in the aligned CTAE pathway
  • The EOPA must be administered within the approved assessment windows (November or April) following teacher sign-off in Georgia Insights
  • Results must be submitted through Georgia Insights before the applicable data collection deadline
  • For Perkins V funding, the CTAE program must operate within a school system with an approved Local Plan for Improving Career and Technical Education
