Ten Tosa digital skills certifications are recognized on Tennessee's 2026–27 Student Industry Credentials of Value List, giving Tennessee CTE programs a TDOE-aligned way to offer state-recognized, industry-valued digital credentials that are eligible for Perkins V and TISA formula funding. Tosa certifications span the Management & Entrepreneurship; Arts, Entertainment, & Design; Supply Chain & Transportation; Financial Services; and Digital Technology career clusters.

About the Tennessee Student Industry Credentials of Value List — In TDOE's Words

To be considered for approval, a Tennessee Promoted Student Industry Credential must align to at least one TDOE-approved program of study, be industry-recognized and used by employers, be attainable before high school graduation, prepare students for high-skill, high-wage, or in-demand occupations, and be recognized by employers statewide or nationally.

Eligible Schools and Grades

Tennessee's Student Industry Credentials of Value list is open to the following participants:

CategoryTennessee Eligibility
School TypesTennessee public school districts and eligible CTE programs. The list also covers postsecondary institutions: Tennessee Colleges of Applied Technology (TCATs) and community colleges.
Grade LevelsSecondary CTE programs. Selected certifications are also eligible at the TCAT and community college levels.
Dual EnrollmentStudents enrolled in dual enrollment programs are also eligible to earn approved industry credentials.
Credential TimingCredentials must be earned during the school year in which they are reported. Credentials earned prior to their listed Effective Year do not count toward CCR or the TISA formula.

Tennessee's Credential Tier Classification

Tennessee classifies all approved credentials into three tiers.

Tier 1 – Recognized

Foundational credentials providing basic recognition of skills; the lowest-value tier on the list.

Tier 2 – Valued

Credentials representing meaningful skills and knowledge valued by employers and industry.

Tier 3 – Preferred

The highest-value credentials, often indicating completion of a program or a required license for employment in certain industries.

The 10 approved Tosa certifications are classified as Tier 2 (Valued) or Tier 3 (Preferred), reflecting their strong industry recognition and alignment with Tennessee CTE programs of study.

About the required level & score: Tosa certifications are scored on a 1–1,000 adaptive scale. The Advanced level begins at 726/1,000 — Tennessee applies this as the minimum cut score for all Tosa certifications.

Accountability Mechanism and Reporting

How Industry Credentials Count Toward Accountability

Tennessee industry credential attainment feeds into two key state accountability and funding mechanisms. Earning an approved industry credential is one pathway through which students achieve Ready Graduate status under the College and Career Readiness (CCR) indicator.

At the district level, approved credential attainment also generates additional weighted per-pupil funding through the Tennessee Investment in Student Achievement (TISA) formula, creating a tangible financial incentive for districts. At the state level, credential data also informs Perkins V accountability reporting.

Reporting Process

Submission SystemPerkins grant applications are submitted via Tennessee's ePlan system by the end of May for the following school year.
What Is ReportedDistricts report earned industry credentials through standard Tennessee data reporting processes. The credential must appear on the approved list for the year it was earned and must meet the minimum score threshold.
Minimum ScoreStudents must achieve a minimum score on the Tosa exam. Scores below this threshold do not count toward CCR Ready Graduate status or TISA formula funding.
Perkins V ReportingTennessee reports CTE concentrator credential attainment under its Perkins V state plan performance indicators, including the credential attainment rate for CTE concentrators.

⚠ Important: Credentials earned prior to their listed Effective Year on the state list do not count toward CCR or the TISA formula. Districts should verify effective years when reviewing student credential data — for Tosa certifications, the effective year for each credential can be found in the official XLSX list.

Funding

Tennessee industry credential funding is available through both federal (Perkins V) and state (TISA) mechanisms. Vendor selection for credentialing is a Local Education Agency (LEA) decision.

Perkins Reserve Grant (PRG)A competitive federal Perkins V grant in Tennessee, often awarded to rural areas, funding innovative CTE projects and STEM initiatives aligned to high-skill, in-demand jobs.
TISA Formula FundingThe Tennessee Investment in Student Achievement (TISA) formula provides weighted per-pupil funding. Approved industry credential attainment contributes to this formula, generating a direct state funding return for districts supporting Tosa programs.
Local District BudgetDistrict CTE budgets and local program funds may also be used to purchase certification exams. Vendor selection is a Local Education Agency (LEA) decision.

Key Criteria for Funding Eligibility

  • The certification must appear on the TDOE Student Industry Credentials of Value list for the year in which it was earned
  • The student must achieve a minimum score on the Tosa certification exam
  • The credential must be reported through the standard Tennessee data reporting process for the applicable school year
