Twenty-five Tosa digital skills certifications and certificates are approved on the Florida CAPE Industry Certification Funding List, giving Florida schools an FLDOE-aligned way to validate career-ready digital skills from elementary through postsecondary. Approved credentials span three program levels — Digital Tool Certificates (K–5), Secondary Industry Certifications (middle and high school), and Postsecondary Industry Certifications (state and technical colleges) — covering Google Workspace, Microsoft Office, Adobe Creative Suite, coding, web development, and web design.

About the Florida CAPE Program — In FLDOE's Words

To be considered for the CAPE Industry Certification Funding List, a certification must first be approved on the Master Credentials List (MCL). The MCL is reviewed annually by the Credential Review Committee (CRC) at CareerSource Florida and aligns Florida's education system with in-demand occupations. Applications for CAPE funding are reviewed annually, with a September 30 deadline for the school cycle beginning the following calendar year. Applications may be submitted by the Florida College System, local workforce development boards, and Florida school districts.

Eligible Schools and Grades

Florida's CAPE program spans every education level — from elementary school through state and technical colleges. The three CAPE funding categories each serve a distinct grade band and institution type.

Note: Digital Tool Certificates are eligible for all programs at the elementary level. Secondary certifications must be linked to aligned CTE programs per the Secondary CTE Program to Certification Linkage List — schools must confirm program alignment before reporting. Florida maintains Statewide Articulation Agreements that allow students who earn CAPE-approved certifications at the secondary level to receive postsecondary credit at Florida College System institutions.

CAPE Funding Classification System

Florida uses a multi-level CAPE funding framework. Tosa certifications appear across three funding types, each reflecting a different institution level, performance threshold, and FEFP weight. A fourth value — the 0.3 CTE Pathway FTE — is available for students who complete a full program of study.

One funding event per student: for Tosa credentials with both Advanced and Expert levels on the CAPE list, a student is funded only for the first performance level achieved. Bright Futures Gold Seal CAPE Scholarship: students earning an Articulated (0.2 FTE) certification may qualify — schools should verify current eligibility with FLDOE.

Tosa certifications appear on the CAPE list across three program levels — Digital Tool Certificates (K–5), Secondary Industry Certifications, and Postsecondary Industry Certifications. Secondary rows note the aligned CTE Programs of Study; ★ indicates eligibility for the additional 0.3 CTE Pathway FTE and ✓ indicates a program confirmed in the Linkage List.

Accountability Mechanism and Reporting

How CAPE Certifications Count Toward Accountability

Each CAPE-approved certification earned generates a per-student FEFP bonus FTE for the school or district, contributing to weighted enrollment and the school's performance profile. CAPE data is tracked statewide through FLDOE's annual CAPE Data & Performance reporting.

Funding

Florida uses the Florida Education Finance Program (FEFP) as its primary funding mechanism, supplemented by Perkins V. The 0.3 CTE Pathway FTE and dual enrollment 0.08 FTE create additional incentives for schools to support students through full program completion.

Key Criteria for FEFP Funding

  • The certification must appear on the current FLDOE CAPE Industry Certification Funding List for the applicable school year
  • The student must be within the grade levels authorized for funding listed for that certification
  • For secondary certifications, the student must be enrolled in an aligned CTE program per the Secondary CTE Program to Certification Linkage List
  • A student is funded only once per certification — if funded at the Advanced level, the Expert level is not separately fundable in a future year
  • For the 0.3 CTE Pathway FTE: the student must complete ≥ 3 courses in a linked program, earn the aligned certification, and graduate with a standard diploma
  • Results must be reported through the district's FLDOE data submission before the applicable annual deadline
