Twenty-five Tosa digital skills certifications and certificates are approved on the Florida CAPE Industry Certification Funding List, giving Florida schools an FLDOE-aligned way to validate career-ready digital skills from elementary through postsecondary. Approved credentials span three program levels — Digital Tool Certificates (K–5), Secondary Industry Certifications (middle and high school), and Postsecondary Industry Certifications (state and technical colleges) — covering Google Workspace, Microsoft Office, Adobe Creative Suite, coding, web development, and web design.
Download the 2025–26 CAPE Industry Certification Funding List (Excel) +"The Florida Career and Professional Education Act was created to provide a statewide planning partnership between business and education communities, to expand and retain high-value industry, and sustain a vibrant state economy."
— Florida Department of Education, CAPE – Secondary
To be considered for the CAPE Industry Certification Funding List, a certification must first be approved on the Master Credentials List (MCL). The MCL is reviewed annually by the Credential Review Committee (CRC) at CareerSource Florida and aligns Florida's education system with in-demand occupations. Applications for CAPE funding are reviewed annually, with a September 30 deadline for the school cycle beginning the following calendar year. Applications may be submitted by the Florida College System, local workforce development boards, and Florida school districts.
CAPE Industry Certification Funding List (FLDOE) +
Florida's CAPE program spans every education level — from elementary school through state and technical colleges. The three CAPE funding categories each serve a distinct grade band and institution type.
| CAPE Category | Eligible Schools / Institution Types | Grade Levels Authorized for Funding |
|---|---|---|
| CAPE Digital Tool Certificate | Florida public school districts, charter schools | K to 5th Grade |
| CAPE Secondary Industry Certification | Florida public middle schools, high schools, charter schools, career and technical centers | Grades 6–12 |
| CAPE Postsecondary Industry Certification | Florida College System institutions, state technical colleges | Postsecondary (state & technical colleges) |
Note: Digital Tool Certificates are eligible for all programs at the elementary level. Secondary certifications must be linked to aligned CTE programs per the Secondary CTE Program to Certification Linkage List — schools must confirm program alignment before reporting. Florida maintains Statewide Articulation Agreements that allow students who earn CAPE-approved certifications at the secondary level to receive postsecondary credit at Florida College System institutions.
Florida uses a multi-level CAPE funding framework. Tosa certifications appear across three funding types, each reflecting a different institution level, performance threshold, and FEFP weight. A fourth value — the 0.3 CTE Pathway FTE — is available for students who complete a full program of study.
| CAPE Funding Type | Eligible Level | K–12 FEFP Type | K–12 FEFP Value | What it means |
|---|---|---|---|---|
| CAPE Digital Tool Certificate | K–5 (Elementary) | CAPE Digital Tool Certificate | 0.025 | Validates digital skills for K–5 students. All programs eligible. |
| CAPE Basic Non-Articulated | Secondary (Grades 6–12) | CAPE Basic Non-Articulated | 0.1 | Does not articulate for college credit. |
| CAPE Basic Articulated | Secondary + Postsecondary | CAPE Basic Articulated | 0.2 | Articulates for postsecondary credit via Statewide Articulation Agreements and the Bright Futures Gold Seal CAPE Scholarship. |
| CAPE Postsecondary | State & Technical Colleges | N/A | $1,000 / cert | Flat-rate funding to eligible postsecondary institutions. |
| CTE Pathway Completer | Secondary (HS diploma) | Academic Acceleration Options Supplement | 0.3 | Additional 0.3 FTE when a student completes 3+ courses in a linked CTE program, earns the aligned certification, and graduates with a standard diploma. |
One funding event per student: for Tosa credentials with both Advanced and Expert levels on the CAPE list, a student is funded only for the first performance level achieved. Bright Futures Gold Seal CAPE Scholarship: students earning an Articulated (0.2 FTE) certification may qualify — schools should verify current eligibility with FLDOE.
Tosa certifications appear on the CAPE list across three program levels — Digital Tool Certificates (K–5), Secondary Industry Certifications, and Postsecondary Industry Certifications. Secondary rows note the aligned CTE Programs of Study; ★ indicates eligibility for the additional 0.3 CTE Pathway FTE and ✓ indicates a program confirmed in the Linkage List.

About the required level & score: Tosa certifications are scored on a 1–1,000 scale. Florida applies distinct score and level thresholds depending on the program level and CAPE certification type. Legend: ★ = eligible for the additional 0.3 CTE Pathway FTE; ✓ = confirmed in the Secondary CTE Program to Certification Linkage List.
Each CAPE-approved certification earned generates a per-student FEFP bonus FTE for the school or district, contributing to weighted enrollment and the school's performance profile. CAPE data is tracked statewide through FLDOE's annual CAPE Data & Performance reporting.
| Reporting Element | Florida Details |
|---|---|
| Reporting System | FLDOE annual certification reporting — districts submit student-level data through FLDOE's statewide data systems |
| Reporting Frequency | Annual — schools report certifications obtained by students each year to receive CAPE FEFP funding |
| Who Reports | District CTE coordinators and school-level administrators, in coordination with district data staff |
| 0.3 CTE Pathway Reporting | Districts report qualifying CTE Pathway Completers through the student database formats. FLDOE provides a calculation file to superintendents identifying eligible students. |
| Digital Tools (K–5) | Digital Tool Certificates are reported separately. |
| Grade-level caps | Some secondary certifications are capped below 12th grade. Verify grade levels from the current CAPE list before reporting. |
CAPE certification data: CAPE Data & Performance
Florida uses the Florida Education Finance Program (FEFP) as its primary funding mechanism, supplemented by Perkins V. The 0.3 CTE Pathway FTE and dual enrollment 0.08 FTE create additional incentives for schools to support students through full program completion.
| Funding Source | Florida Details |
|---|---|
| FEFP — Digital Tool Certificate (0.025 FTE) | 0.025 FTE per student. Awarded for K–5 students earning a Tosa Digital Tool Certificate at the Basic level or higher. |
| FEFP — CAPE Basic Non-Articulated | 0.1 FTE per student. |
| FEFP — CAPE Basic Articulated | 0.2 FTE per student. |
| FEFP — CTE Pathway Completer | Additional 0.3 FTE per student. |
| FEFP — Career Dual Enrollment | Additional 0.08 FTE for students who complete a career dual enrollment course with a grade of 'A' in a pathway leading to a CAPE-listed certification. |
| Postsecondary | State technical and Florida College System institutions receive $1,000 per student per Expert-level Tosa certification, subject to FLDOE funding allocation. |
| Perkins V | Federal CTE funds under Perkins V may be used for exam purchases, program support, and related CTE costs. |
| Local District / CTE Budget | District CTE budgets and local program funds may also be used to purchase certification exams and support implementation. |
