Six Tosa digital skills certifications are approved as stackable credentials on the Missouri DESE-Approved IRC, Stackable Credential, and TSA list, giving Missouri CTE programs a flexible, DESE-aligned pathway to validate career-ready digital skills. Approved certifications span two Business Education clusters: Digital Technology (Cluster #5) and Management and Entrepreneurship (Cluster #11).

The Official Approved List

A DESE-Approved IRC is a portable, recognized credential that validates an individual has successfully demonstrated skill competencies in a specific set of work-related tasks, single occupational area, or a cluster of related occupational areas. A Stackable Credential is a series of aligned, recognized credentials within an industry or sector — two qualifying stackable credentials equal one IRC for MSIP 6 accountability purposes.

Pathway alignment note: The new IRC implementation plan requires that credentials be within students' programs of study. Schools should confirm that the enrolled student's program of study aligns with the relevant Business Education cluster before awarding stackable credential credit.

Stackable Credential System

Missouri uses a Stackable Credential system. All 6 Tosa certifications are stackable credentials — two qualifying stackable credentials earned together count as one IRC for MSIP 6 accountability purposes (until the 2028–29 school year, after which the new system is fully in effect).

⚠ Important: If the pairing requirement is not met, the individual stackable credential code must be reported in MOSIS rather than the IRC code. Schools must ensure both credentials in the pair are earned and reported before claiming IRC credit in MSIP 6.

About the required level & score: Tosa certifications are scored on a 1–1,000 scale. Missouri applies Tosa's standard cut scores.

Accountability Mechanism and Reporting

How Stackable Credentials Count Toward Accountability

In Missouri, IRC and stackable credential attainment count toward the MSIP 6 College and Career Readiness indicators in the Annual Performance Report (APR). Two qualifying stackable credentials in the same program area count as one IRC until the 2028–29 school year, after which the new system is fully in effect.

Some credentials may be eligible for ACE postsecondary credit review. LEAs must contact the American Council on Education (ACE) and the appropriate institution to determine costs and procedures for credit transcription.

Funding

Missouri schools can fund Tosa certification exams through Perkins V federal CTE funds and local budgets.

  • Both credentials in the required pairing must be earned for the combination to count as one IRC toward MSIP 6
  • Results must be reported through MOSIS using the correct credential codes before the applicable submission deadline
